You could try Sentinel,

Which is heartworm and flea protection in one once-a-month tablet. It takes about 3 months for it to become completely effective, but it definitely kept the fleas off my first dog, who lived a long life.

My current dog uses no flea protection, but he's a Papillon and stays inside the house and on our decks/porches. He's even dog litter trained. I had him on Sentinel too, but the vet said being an indoor dog he probably didn't need it. He said if he were to be infested with fleas, there was a 2-part injection they can give to immediately rid them of fleas. Sorry I don't remember the name of it, but think it started with a C.

Good luck!
