When my kids (two driving now) started driving, the rules were very clear.
They pay for ALL of their own gas AND their insurance.
The first kid ruined the "good thing" for the second and now they both pay.
My son let his grades slip, carted his buddies around all the time without them chipping in for gas money, was constantly asking for money for gas, and started ignoring our curfew.
Well, when he brought home his first report card with 2 Fs... mama got angry and took his car away for 2 months, one for each F he brought home.
Then when he did get his car back, he had to maintain a B average, could only use the car to go to and from school/work, UNLESS he asked permission to do anything else. PLUS, he had to start paying for his own insurance and gas. That seriously curbed his driving his buddies everywhere unless they pitched in for gas money. We also made him pay for half of his driver's ed fees before he even started.
Now, our daughter paid for half of her driver's ed fees, has paid her monthly insurance, kept her grades up and... as a bonus to all but especially her, she has managed to budget her money well enough to save 3000.00 for a nicer car for herself.
We made the deal with both of them that if they qualified for a good student rate on their insurance, we would reimburse them the difference every 6 months as an added incentive.
So far has worked out pretty well.
Make them responsible for as much as you think they can handle and you will have fewer problems because they will appreciate the value of their driving that much more.
