She is and always will be your SIL. I say this because I have a similar situation. My mother remarried a guy I absolutely cannot stand. My mom passed away and my dad told me whether or not I like him is one thing but he will always be my step-dad. My dad told me just to introduce him to people and say "This is Sam, he was married to my mom before she passed away". So you could always do the same "This is so-n-so, she was married to my brother who passed away". I will never acknowledge Sam as my step-father. Those were choices my mom made by herself. But whether or not you like her is a different story. If your brother had divorced her before he died she'd be your ex-SIL, but because he didn't she is still your SIL. I know how you feel though. I, to this day say, he may have been my mom's husband but he is not my step-dad. When my sister wants to make me angry she'll say "Oh I saw your father today". We laugh.
