So my question is, do you think they sometimes do things just to up the price so they make more money even if they know it is not the best thing to do?

Most DEFINITELY (I'm sure not all of them do, but YES, it happens all the time -- more money for the salon and the stylist, as tips are generally paid as a percentage of the cost of the job)

Personally, I would have expressed how displeased I was right then and there (I know it was harder to tell in their light, but you seem to have known it was not what you are looking for. I would not have paid for the whole job.)

Are you returning to the same salon? If so, you might try saying to the OWNER (or manager):

"I know in my heart if she did WHAT I ASKED it would have been fine. I am back today for a *toner* to cut some of the red, but I am really MAD because I know now it will appear darker overall, which sort of DEFEATS THE WHOLE REASON I WENT IN THE FIRST PLACE! Not to mention WHAT ALL THESE PROCESSES ARE DOING TO MY HAIR."

Of course, best to do it in the nicest way possible (not yelling, like I did here, but certainly make it known how upset you really are).
