Most welfare payments are for the children. You can't punish kids for having lousy, druggy parents. Very little of welfare is in the form of cash. Foodstamps/EBT, subsidized housing, daycare assistance, utility assistance, Medicaid/CHIP aren't in cash form. The only cash seen by welfare recipients would be TANF, and it's not much.
You should be more concerned about the number of welfare recipients who actually have an income but don't report it or have a partner living with them who is working and don't report it. Drug dealers and prostitutes don't count their income. Neither do people working under the table, parting out junk cars or selling stuff on Ebay.
