Paragraph of my previous post.  If it bothers you that much, get involved in your community and make them change things.  (I'd rather you got involved out of concern and compassion for the animals, but, hey, whatever works for you!  LOL)

But now we're getting into a different area, talking about politicians and how our tax dollars are spent - a whole different can of worms, and a whole different board than this one...
