Probable causes are...sm

1. Stress, especially if this just started after the events with his mom being incarcerated. Kids often wet the bed when they're feeling stressed.

2. Physiologic. If this has always been a problem then the child may have a small bladder.

3. Heavy sleeper. I have a 7-year-old who will sleep through the night even after peeing. It's amazing to us that she can sleep in so much pee, but she does.

Her doctors tell us that they don't worry about a child wetting the bed until they reach age 10, and even then sometimes there's no direct cause. Eventually they'll grow out of it.

If this began after the incarceration of the mother then counseling will help the child deal with the events and the bedwetting will probably stop again.

Actually very probable
but look at how many alcoholics and drug addicts go to jail every day and nobody says they are too ill to be there. Jails are equipped with medical personnel and are accustomed to dealing with these medical issues.
