If they will not take off these charges or put a block on the number, then contact the state PUC and tell them your problem. Just make double sure that no one in the house is doing it though as then you will have egg on your face. But you can block the number or take off long distance or something to prevent this. Have you called the number to see what exactly it is and ask them if they can trace as to who called? But a complaint to the PUC is something that the utilities do not want. Worked for me. Good luck.
