Not sure about apartments, but right now...

I have my house rented out for a good chunk less than the payment. If my tenants wanted us to lower the rent, there is really no way that we could do it. They already only pay approximately 75% of the payment. I know that this also depends on where you are because while housing is much cheaper here in the south where I am living, rent is about the same as where my house is in Washington, so I imagine that rent covers payments here.
