I think they should have different levels of offenders.
I) Man who beat his wife and raped her (or whatever but not involving children).
II) 18 yo who was convicted of being with a 15 yo
III) Younger than 15 yo.
Etc. That would be helpful. Some of these offenders didn't even have anything involving children so they shouldn't necessarily be restricted from schools, etc. Not that I condone any of these activities of course.
