My question

{The bill, which Hudgens titled the "Ethical Treatment of Human Embryos Act," contains language that says "a living in vitro human embryo is a biological human being who is not the property of any person or entity."}

The wording of this section jumped out at me, as I am sure was the intent of the author. If embryos are "living human beings that do not belong to anyone" what happens to those that are not used in fertilization attempts? Who gets to decide the disposition of the unused embryos and what would be legal and what would be illegal as far as that goes?
