I think:
1) These kids are much too old for that punishment to be effective.
2) Spanking should only be used in rare situations, by parents or guardians, for misbehavior of a dangerous nature.
3) I think there is a good possibility that whoever is giving spankings out to teenagers is getting their jollies.
4) Punishment to teach a child needs to involve something that will make an impression, taking away something the child cares about. In this case, it's about time, so the child's punishment could be after-school work detention. She was tardy 5 days, they should have her devote 5 hours of time helping out on school grounds, picking up trash, spreading mulch, planting trees, raking leaves. Stuff like that.
