www.aceministries.com has a curriculum that may be good for her. After giving the student this diagnostic test, she is placed at her level. Each workbook is broken up into 12 smaller workbooks.
Here is the diagnostic test:
http://www.aceministries.com/testing/ They use a mastery approach so a student doesn't move on until he has learned that concept. It's not "graded" so she could do first grade again without knowing it. The con is that it's very expensive. :(

For extra phonics/reading I really like this book. (Most libraries have it.) The font is large and the pages are black and white. http://www.alpha-phonics.com/
For a free reading curriculum I would check that out with library books she is interested in. DK and Usborne have great books for kids her age! :)
