If it is as big a problem as you are

indicating, I would be finding out exactly what she has been saying to all these other girls.  If she has made up some nasty rumor or story, call her mother and make the girl responsible for undoing the rumors.  Get to the bottom of it. 

If the girl is doing other things at school to make your son's life miserable, then look up the definition of bullying in your son's school handbook.  Bullying encompasses more than just physical threats and if the girl is going out of her way to make your son's life miserable, the counselors can intervene and will most likely get her to stop rather than face legal repercussions.
