Lots of thinks could explain his talking a mile a minute. How much time does he spend with you? Maybe he has to talk fast to get everything in because he has little time with you. Maybe he just talks fast and has a lot to say - people are not the same and personality differences can show up at very young ages.
Have you noticed if he just talks a lot around you, or is this his style with everyone, including his peers?
The last thing I would do is put him on any medication.
It is not unusual for a kid to be hard to keep on task. Is it just school work, or does have no attention span for TV, books, games, movies? If he can watch TV forever, play a video game, or build models for hours on end, obviously there is no deficit in attention, just a difference of choice in what he attends to.
