I use them, and they work great, never had had any problems with clogged pipes other than the kids using too much toilet paper! As long as it is far enough away from the water outlet in the tank I do not see the problem. Everytime I replace mine (when it is dissolved down really small and not doing its job anymore), it is still sitting just where I left it.

Then you cannot do anything.
You accepted the apartment 'as is.'
You can only hope that the smoking lady moves out or you move out.
