My ex would never pay for my 2 kids either. I took him back to court for a specific dollar amount. I asked the courts for 500 a month based on his earning capacity (not what he was currently making). If he choses to work a job and get paid less...that does not mean your kids have to go without.
Then, when he did not pay the 500 a month, it went into the arrears pile. I also requested of the jugde for a W2 from him to be sent to me each year on by April 15. That way, if he made a buch more money then reported, I had the ability to take him back every year. If he does not send the W2 with his reported income, that would be reason for a contempt case (which is free to file a comtemt motion).
Also, if he does not pay the child support amount monthly, that is also reason for a contempt motion which is free to file. You will have to serve him, but you can send it certified mail or have a friend serve him, you do not have to pay for him being served.
Once the child support dollar amount hits a certain point (not sure what that is in your state), he can be put in jail and I would be very proactive on this. Also, you can have a lien placed against his home (if he indeed owns one), I did this also. My ex-owed me 10,000 in child support, I asked the courts to put a lien on his car. They did. I also get any tax refund owed to him via tax intercept from the large arrears that he owes.
