  My response may raise a few hackles... please don't flame unless you've stood in these shoes.  


Based on your observations and what you've heard first-hand from this owner, there's probably little doubt of neglect and maybe outright abuse.  Automatic concern must be raised for any child in this household as well.


     If the dog is repeatedly having litters, it is being left outside, unattended or running loose.  Someone needs to carefully plan an exit for this dog to safer pastures (during a "no puppy" time, of course).   This may require carefully playing detective, figuring out patterns at the household for dog and humans.  


    Find out if there are any local rescues or rescue groups in your area.   Take your problem to them but present it as a hypothetical question....  Guard the details until you know who you are talking to really.


     Get insight into your local humane society and/or animal control and exactly how they work.   In most cases, you can make a complaint anon but a signed complaint may be needed for the authorities to move forward.  Without physical signs of abuse and/or neglect (cowering doesn't always count), there is not much anyone can do unless the behavior is witnessed.   It sounds like there may be some skin issues but, again, this is not always a sign of a bad owner.


    A strong word of caution:  Abusers outted in a public way sometimes take their "new found fame" out by raging against their victims even more before help can get there.   I understand you are sickened by this situation, but acting without carefully thinking things out might do more harm to all involved than good.   You really need to talk to local animal people but go carefully and don't give out names or identifying details to anyone unless you're certain of what will happen next.   There are some extremely radical people out there who mean well but have no common sense switch anymore.

There is still an *underground* rollerdisco culture that - sm
still exists. You can find it in San Francisco, Venice Beach in L.A., Mission Bay in San Diego, and Central Park in NY. And in parts of Europe it's still pretty huge. Especially London, with nighttime events and Sunday discos on Serpentine Dr. in Hyde Park. Definitely a *niche* kinda' sport, but it's fun and a major workout, as well. There is also *jam-skating*, done mostly at rinks, which is more of a hip-hop/breakdance style.

For me it began as inline-skating (which I still do), which led to conventional skates and disco skating, and eventally to ice skating.

There are 2 events going on in S.F. tonight: Roller disco on the waterfront, hopefully till about 1:00 AM, and a wild-n-wooly street skate through downdown S.F. - thru traffic, up and down hills, thru tunnels, etc., with wheeled boom-box musical accompaniment. It's not only great way to see the sights of our beautiful city, it's also a way to BE one of the sights, as well.

Because it has made our dogs very happy to be able to roam free in our yard and has made us very happy not to worry about them getting run over by a car or lost. We do take them for walks but he is free throughout the day even when we aren't walking him.
