into the psych ward. Once he is there, let his doctors know that under no circumstance is he coming back home, that you are changing the locks and talking to a lawyer. If he has no where to go, since he is bipolar, perhaps social work will be forced to step in and find a place for him. The hospital and doctors will always try to get the family to step back in and take care of the patient, but if you flatly refuse because of your children's welfare, they will find a place for him.
Can you tell that I have a family member with a mental illness? I know it's frustrating but hang in there. Just make sure everybody knows you are DONE.
