Not offshore, but outsource. When I lived in SLC, the whole valley used a call center. So when you called your local PD or Fire, EMS whatever, you got the call center which was in another county on the other side of the state. They would direct the info to the locals but you would be giving all your info to someone somewhere else. Had that explained to me by county people during a meeting once.
