You know, maybe you're right. If the OP has applied to all the 8 and 9 cpl jobs and not even gotten a nibble, then maybe she should take the 7 cpl job. Because obviously she's either doing something terribly wrong or her skills have not improved over time (is this the same person who said she had 10 years...it's unclear).
But there has to be a reason. And maybe that reason will show MTSOs that they get what they pay for. Frankly, if your skill level is so bad that you can't even get past the application and testing process with the companies that pay 8 cpl, maybe it's time to dust off that Piggly Wiggly application.
