I've also found that I get very few responses when I apply when companies are advertising, cause I'm one of several hundred probably. So .... I decided which companies I would like to apply with, and sent my resume during times when they weren't advertising. Actually got much more response that way - probably because all companies are pretty much always looking. So that's one thing you could try.
