Not in the sense of truly being able to sign on and work whenever you want, at least not for the 6 accounts that I've been on. You never know when the queue will be full or empty, even if it is second/third shift and/or the weekend. So far, I've not been able to determine a set pattern. It seems that they also, like others, have a tendency to overhire. I agree that it is a good idea to work for 2 companies; hopefully, each with a flexible enough schedule so that you will always have the best chance to have work available from either one or the other.
