Actually, Amphion laying people off is better than what most companies do & just leave everybody with not enough work. If they leave too many people working in slow times, then you have people who are forced to quit and can't even draw unemployment. At least in this case, some people will get unemployment benefits until they find another job and the other MTs that are left will have sufficient work.
