If you complete the agreed-upon production, they cannot hold you to hours as an IC.
INDEPENDENT contractor is not synonymous for WE DON'T WANT THE EXPENSE OF EMPLOYEES BUT WANT TO HAVE EMPLOYEES
You should be submitting a contract stating when you are available, what you will produce, and what the fee is for doing so.
