If it's as an employee with benefits, I'd go as low as 1.25 minute.
Depends on the type of report, and the quality of the dictator. If you get Speedy Gonzales, it's harder to make decent money. With normal dictators, it should work out around the $35-$45/hour range. And with Slowpoke Rodriguez, it can be as high as $60 an hour. A good mix helps to even everything out.
(Your mileage may vary, but I've been billing that way for the last 5 years and that's been my experience. Hope it helps.)
