I have a Tracfone and never had a cell phone before either. I bought mine in Publix and had the customer service there activate it for me.  Probably Walmart or anywhere you purchase it would activate it for you. It also comes with a booklet with all instructions and, after  reading the booklet, I could have set it up myself.  You are given a number, and they leave text messages on the phone when your minutes are running low. When it comes to adding minutes there are a couple of places on line, I use one called PINZOO, very reputable, have discounts, and they will add the minutes and do all the work for ya!  I love the little phone. It's always there for an emergency, I can carry it in my purse, and there's no surprises with any bills and such. You pay x number of dollars and get x number of minutes. You will love it!
